Iowa was originally part of the Louisiana Territory owned by the French and purchased by the United States in 1803. Designed by Dixie Gebhardt of Knoxville, Iowa, the blue, white and red colors are from the French flag. The bald eagle signifies American liberty and the eagle carries streamers reflecting the states motto.
